  • BACKGROUND

    Department of Community Development is the core of the transformation program FELDA inspired by the Prime Minister of Malaysia. The department is responsible for providing policy, planning and executing works related to development. Responsibilities related to community development and program implementation in the region.  Planning and implementation of programs for the Felda community development and community development implemented by using different strategies and approaches. The main focus is on leadership and community integration, human capital and physical aspects of development to ensure the well-being of its settlers.

  • BACKGROUND

    The New Generation Innovation and Development Department was created on 15 June 2015 after the department was abolished on February 29, 2015. The newly formed department has incorporated the Department of Innovation and Special Projects, Sports and New Generation Units which were previously under the Department of Higher Education and New Generation Development. There are five (5) units in the Innovation and New Generation Development department namely the Administration Unit, New Generation Unit, Sports Unit, Innovation Unit and FELDA Football Academy Unit. The New Generation Innovation and Development Department (JIPGB) are assigned as below to: -

      1. Implement programs and current and future activities for the New Generation FELDA.
      2. Strengthen FELDA's management relationships with recognized NGOs body.
      3. Establish, manage and organize FELDA and Regional sport activities systematically in accordance with the standards of the National Sports Association (PSK) and International Sports Association.
      4. Develop, promote and apply innovation to transform FELDA’s land settlement scheme. JIPGB has a very monumental task in forming innovative mindset and action of FELDA staff and community to prepare them for current and future challenges.

    OBJECTIVE

        1. Forming a new, united generation of FELDA.
        2. Develop and enhance the potential and human capital quality among FELDA's New Generation.
        3. Enhance FELDA sports further by producing players and officers from professionals among FELDA staff.
        4. Develop and cultivate innovation and creativity.
        5. FELDA to become economic powerhouse via sports and innovation.

    INNOVATION UNIT

    Bil Headquarters Region Land Schemes
    1. Provide policies and circulars for implementation to the land settlement scheme. Method of briefing to the land settlement scheme when there is a change of policy / circular Implementing established policies / circulars
    2. Review and approve applications from each regional / land settlement scheme. Review and recommend each application received from the land settlement scheme. Ensure each submitted application form is complete and recommended at land settlement scheme level.
    3. Perform budget transfer to region / land settlement scheme. Perform budget transfer to land settlement scheme. Formulate budget for each program.
    4. Formulating programs / activities to be implemented at the regional / land settlement scheme. Assist in getting participants from target groups. Implement every program that has be planned.
    5. Formulating a New Generation Transformation Program and determine the number of participants and locations. Collaborate with headquarters in managing logistics at program location and notify the land settlement scheme management. The land settlement scheme management to inform selected participants and to ensure the attendance of participants is as determined earlier.
    6. Organize activities at National level Contingent preparation. Participation.
    7. Specification, infrastructure, latest security aspect. Preparation and updating of facilities. User
    8. Perform various innovation & transformation of FELDA projects. Assist in providing equipment and logistic for the program also managing procurement and contracts. Provide the relevant information regarding the program.

    MAIN PROGRAMS

    A. Transformation Program

    This is an annual program with the intention to assist FELDA's new generation, especially post-SPM students to continue their studies at the Training Provider Institute in collaboration with FELDA. This program is available at 11 FELDA regions and a collaboration with FELDA Security Services Sdn.Bhd.

    B. Program To Empower Gated Community

    The Empowering Gated Community Security Programs is aimed at empowering Gated Community security members in every land settlement scheme. The responsibilities of each member as a security guard for the land settlement scheme will be explained in detail throughout the course. The program will involve Gated Community security experts in every region.

    C. FELDA Sport Clinic

    The FELDA Sports Clinic Program is conducted for new generation of Felda aged 13-23 years. The program is held at all FELDA Region. This sports clinic is divided into two (2), futsal and netball.

    D. FELDA League

    A total of eleven (11) regions and one (1) invitation from the FELDA Football Academy will participate in the FELDA League. The FELDA League will organize the following matches: - i. COMMUNITY CUP ii. Felda Director General Cup iii. FELDA Chairman's Cup

    E. FELDA Football Academy

    This program is for settlers’ children and grandchildren joining the Special Football Practice. This FELDA-sponsored program provides housing, meals and education. The education is for five (5) years. The purpose of this program is to produce quality and disciplined footballer to represent FELDA United team.

    F. Innovation Talk

    Innovation Talk is a talk program held for the purpose of sharing knowledge and experience related to innovation & creativity. The target audience for this program is FELDA staff consisting of settlers, new generation and officers. This program is held monthly. The speakers for each series are different as it encompasses wide range of innovation & creativity involving every field of subject.

    H. FELDA Design and Innovation Carnival

    Krif is an exhibition of products and services showcase based on innovation and creativity from across FELDA and specially invited external agencies. The program will be held in November with various other activities such as innovation awards, stage performance, product sales, forums, visits and more.

  • LATAR BELAKANG

    Jabatan Pendidikan diwujudkan pada 15 Jun 2015, hasil penggabungan diantara dua jabatan iaitu Jabatan Pendidikan Menengah & Rendah dan Jabatan Pengajian Tinggi & Pembangunan Generasi Baru. Jabatan ini ditubuhkan bagi merancang dan melaksanakan program pendidikan generasi baru FELDA bermula dari peringkat sekolah rendah sehingga ke peringkat pengajian tinggi dalam dan luar negara. Terdapat 4 unit dalam Jabatan Pendidikan iaitu;

    3. Unit Pendidikan Tinggi
    4. Unit Pinjaman Pelajaran

    OBJEKTIF

    1. Memberi sokongan pendidikan terbaik kepada generasi baru FELDA dengan meletakkan kepentingan dan keutamaan keberhasilan pendidikan sebagai salah satu aspirasi pendidikan nasional dari sekolah rendah, menengah, kemahiran dan pengajian tinggi.
    2. Menyediakan bantuan kewangan dan pinjaman kepada anak-anak warga FELDA untuk meneruskan pengajian tinggi di peringkat sijil, diploma dan ijazah.
    3. Meningkatkan modal insan generasi baru FELDA sebagai tenaga kerja yang kompetitif kepada FELDA dan negara.
    4. Memperkukuhkan rantaian dan kerjasama dengan agensi-agensi penting pendidikan. 
    5. Memperkukuhkan rantaian kerjasama sekolah dengan komuniti dan menyokong penglibatan ibubapa dan komuniti dalam menyumbang kepada kejayaan sekolah.
    6. Memastikan generasi muda FELDA mempunyai nilai sahsiah yang tinggi serta berupaya mencapai kecemerlangan pendidikan seterusnya merealisasikan aspirasi Negara.
    7. Membangun dan memperkasakan potensi generasi baharu FELDA dengan menyediakan peluang-peluang untuk menyambung ke peringkat pengajian tinggi.

    FUNGSI DAN PERANAN

    Antara fungsi dan peranan Jabatan Pendidikan ialah;

    1. Merancang program-program kecemerlangan pendidikan generasi baru FELDA.
    2. Memantau pelaksanaan dan keberkesanan program yang telah dilaksanakan.
    3. Memberi bantuan kewangan kepada pelajar FELDA lepasan SPM yang cemerlang untuk melanjutkan pengajian ke peringkat A-Level.
    4. Memberi insentif kepada anak peneroka yang mendapat tempat di IPTA/IPTS.
    5. Memastikan kutipan bayaran balik pinjaman pelajaran yang diberikan kepada generasi baru FELDA dilaksanakan dengan lebih efektif.

    PROGRAM UTAMA

    UNIT PENDIDIKAN MENENGAH & RENDAH

    1. Memperkasakan Pentadbiran, Pengurusan Dan Pencapaian Akademik Asrama Semai Bakti FELDA (ASBF) Kuala Lumpur, Johor Bahru Dan Kuantan
    Melonjak ke tahun 2017, FELDA melalui Jabatan Pendidikan berterusan merangka program akademik, sukan, sahsiah dan kerohanian di ASBF dalam usaha meningkatkan reputasi pencapaian pelajar-pelajar di ASBF.

    2. Maktab Rendah Sains Mara FELDA (MRSMF)
    Maktab Rendah Sains MARA FELDA (MRSMF) mula beroperasi secara rasminya pada 01 Disember 2007 di FELDAjaya Utara, Trolak, Perak. MRSMF diletakkan di bawah seliaan Jabatan Pendidikan Menengah & Rendah (yang kini dikenali sebagai Jabatan Pendidikan) bermula tahun 2013. MRSMF boleh menempatkan seramai 1,050 murid pada satu masa secara keseluruhan merangkumi murid Tingkatan 1 hingga Tingkatan 5.

    3. Pusat Pembelajaran Sains (PPS)
    PPS diwujudkan pada tahun 2013 di 14 buah sekolah menengah harian berasrama. Pada tahun 2015, dua buah PPS telah dibuka iaitu di SMK Lepar Utara dan SMK Umas-Umas menjadikan jumlah PPS ialah 16 buah sekolah. Walaubagaimanapun, pada tahun 2016, terdapat dua buah sekolah (SMK Bandar Penawar dan SMK Muadzam Shah)yang membuat pemohonan penutupan PPS atas faktor bilangan waris FELDA di sekolah tidak memenuhi syarat kelas PPS iaitu 70:30 (waris:bukan waris) menjadikan jumlah keseluruhan PPS ialah 14 buah sekolah.

    4. Skim Kecemerlangan Pendidikan FELDA (SKPF)

    Skim Kecemerlangan Pendidikan FELDA (SKPF) ini diperkenalkan sebagai satu inovasi pendidikan dan usaha dalam meningkatkan mutu serta kualiti pendidikan di seluruh sekolah di rancangan FELDA. Pelaksanaan Skim ini salah satu inisiatif untuk menggalakkan lonjakkan kecemerlangan akademik di samping mengalakkan percambahan kreativiti dalam melaksanakan aktiviti pendidikan kepada murid-murid FELDA. Fokus dan sasaran SKPF adalah untuk melahirkan murid yang cemerlang, berkeyakinan serta berkebolehan dalam menghadapi peperiksaan awam UPSR dan SPM. Selain itu, pelaksanaan skim ini akan dapat menambahbaik prestasi akademik sekolah melalui program yang dilaksanakan oleh sekolah secara sistematik. Bersesuaian dengan dasar yang diperkenalkan melalui Pelan Pembangunan Pendidikan Malaysia 2012-2025, SKPF diharapkan dapat memberi impak yang lebih signifikan untuk memastikan kemenjadian murid yang holistik. Melalui SKPF, persaingan yang sihat antara sekolah akan diwujudkan dan perancangan program strategik kecemerlangan pendidikan dapat dilaksanakan dengan lebih berobjektif dan menepati keperluan.

    BANTUAN ANAK PENEROKA FELDA

    1. Skim Insentif Anak Peneroka (SIAP)
    Bantuan Pendidikan Tinggi Anak Peneroka telah diperkenalkan sejak tahun 2004. Skim Insentif Anak Peneroka (SIAP) merupakan sumbangan khas FELDA yang diberikan kepada anak-anak peneroka FELDA yang berjaya mendapat tempat di Universiti Awam (UA) / Swasta (US) yang disenaraikan FELDA. Kadar bayaran insentif yang diberikan adalah berbeza mengikut peringkat pengajian pelajar. Kadar Insentif yang diperuntukan adalah seperti berikut :

    2. Faedah Pengurangan 30% Bayaran Balik Pinjaman PTPTN-FELDA Bagi Generasi Baru FELDA
    Mekanisme pelaksanaan Faedah Pengurangan 30% Bayaran Balik Pinjaman Perbadanan Tabung Pendidikan Tinggi Nasional (PTPTN) bagi Anak-anak Peneroka FELDA telah diluluskan pada tarikh 1 Disember 2014. Walau bagaimanapun, setelah dua tahun mekanisme ini diperkenalkan, Jabatan telah memperluas faedah ini kepada cucu peneroka dan anak kakitangan FELDA yang telah diluluskan oleh pihak pengurusan FELDA bermula April 2016. Berikut ialah bilangan pelajar yang telah memohon pada tahun 2014 hingga November 2016;

    UNIT HAL EHWAL PELAJAR

    1. Program Transformasi Mahasiswa Ke Luar Negara Bagi Pelajar-Pelajar Tajaan FELDA
    Program Transformasi Mahasiswa Tajaan FELDA ke luar negara ini merupakan salah satu inisiatif bagi pembentukan sahsiah mahasiswa. Terdapat beberapa fokus strategik yang telah ditetapkan oleh pihak Pengurusan FELDA. Salah satunya terdiri daripada penglibatan pelajar di dalam kursus yang dianjurkan oleh Biro Tata Negara (BTN), Jabatan Perdana Menteri. Program ini disasarkan kepada pelajar-pelajar anugerah Dana Khas Pelajar Cemerlang yang terpilih mengikuti kusus persediaan Program A-Level selama 2 tahun di Kolej Yayasan (UEM), Lembah Beringin.

    2. Program Pemantapan Kerohanian & Sahsiah Siswa (Pekasa)
    Program teambuilding siswa berbentuk aktiviti indoor dan aktiviti fizikal lasak bertujuan bagi menjalinkan semangat berpasukan dan juga mengembangkan bakat kepimpinan dalam diri siswa. Program teambuilding seperti ini disasarkan bagi meningkatkan pencapaian akademik mahupun membina tahap keyakinan pelajar dalam membentuk budaya kerja berpasukan di samping memupuk kebolehupayaan diri setanding dengan pelajar yang lain.

    3. Program Sesi Ramah Mesra Pelajar Bersama Pengurusan Tertinggi FELDA
    Program Ramah Mesra Antara Pelajar-Pelajar Bersama Pihak Pengurusan FELDA diadakan bagi mengeratkan silaturrahim antara pelajar bersama pihak Pengurusan tertinggi FELDA. Ia juga dilihat dapat memberi peluang pendedahan kepada pelajar akan keprihatinan organisasi dalam membantu meningkatkan produktiviti pelajar bagi menjulang nama FELDA agar mampu berdaya saing bersama penaja-penaja yang lain.

    UNIT PINJAMAN PELAJARAN

    Unit ini bertanggungjawab mengendalikan dan menguruskan proses bayaran balik pinjaman generasi baru FELDA yang mendapat pembiayaan pinjaman Skim Latihan Kemahiran FELDA (SLKF) dan Dana Khas Pelajar Cemerlang FELDA (DKPCF).
