  • BACKGROUND

    FELDA Plantation Labour Department (JTKLF) is the department responsible for the management of the affairs of the settlers productivity gardens, garden maintenance and advisory services as well as addressing complaints settlers issues settlers in garden design. Increased productivity and quality emphasized through Best Management Practices (BMP), Good Agricultural Practices (GAP), and agricultural innovation in farm management settlers. The focus of work targets for 2017 to activities in maximizing productivity to streamline FELDA vision plantation that is at the forefront of the industry and high-income settlers. The transfer of agricultural technologies and mechanization were also carried out in order to increase the productivity of oil and rubber. In addition, the department is responsible for the development of new projects namely Project Felda Limbang and monitoring project progress and Kalabakan Laka Temin. Agropolitan Project is a project under the supervision of the department where FELDA has been appointed as the implementing agency by the East Coast Economic Region (ECER).

    OBJECTIVE

    1. Maximizing yield (productivity and quality) garden Lot and FELDA Lot settlers with:

      • Ensuring the Best Management Practices (BMP) and Good Agricultural Practices (GAP) implemented
      • Exactly farm concept (Precision Farming) in all areas
      • Provide agricultural advisory services to the management plan and address issues in the design of the garden settlers

    LAND SCHEMES/ PROJECTS

    1. Implement the FELDA plantation policies.

    4. Solve land ownership status issues, obtain permission for development from land offices and state governments, as well as study and implement plantation development.
    5. Perform all annual and monthly work programs for all Agropolitan Projects.

    MAIN PROGRAMS

    JThe department aims to monitor and coordinate the progress, training and transfer of agricultural technology involving the entire agricultural unit in eleven (11) regions of FELDA. Among the periodic programs aimed throughout 2017 are as follows:

    1. Carrying out at least 4 times the agricultural ‘Field Day’ event:
    2. Workshop on Yield Achievement Analysis or Yield Estimate on a quarterly basis;
    3. Audit and verification sessions of the Agropolitan Project on a quarterly basis; and
    4. RSPO Awareness Roadshow and Fertilization Tour Series by zone and/ or region.
  • LATAR BELAKANG

    Jabatan Pembangunan Usahawan bertanggungjawab dalam melahirkan usahawan berdaya maju di kalangan warga peneroka dan generasi baharu FELDA. Pelaksanaan gerak kerja ini adalah selaras dengan strategi dan teras FELDA yang kedua iaitu “Warga Peneroka Menjadi Golongan Berpendapatan Tinggi Menjelang Tahun 2020.” Aktiviti keusahawanan yang dilaksanakan merupakan aktiviti non farm bagi menambah pendapatan warga peneroka selain daripada hasil kebun iaitu getah dan sawit. Pelbagai program dan latihan bimbingan keusahawanan dianjurkan oleh Jabatan bagi mengukuhkan jalinan sinergi dan meningkatkan kemahiran usahawan sedia ada dan bakal usahawan. Jabatan mengambil inisiatif memasarkan produk keluaran usahawan FELDA ke pasaran domestik dan antarabangsa melalui Outlet Sawari FELDA, Hypermarket Tempatan dan Program Eksport (EIBU).

    PROGRAM UTAMA

    Tumpuan utama jabatan bagi tahun 2017 ialah seperti berikut:

    • Program Inkubator Bagi Pembangunan Usahawan Generasi Baharu.

    Program ini merupakan platform untuk melahirkan usahawan baru dalam bidang pemprosesan makanan seperti mee kuning dan pastry dengan keperluan modal yang kecil untuk memulakan perniagaan. Mekanisma pembelajaran secara praktikal diterapkan di samping teori berkaitan asas perniagaan yang merangkumi aspek pemasaran, costing, peralatan dan bahan mentah.

    1. Anugerah Usahawan FELDA (AUF)

      Mesyuarat Lembaga telah meluluskan supaya FELDA mengadakan Anugerah Usahawan FELDA (AUF) mulai tahun 2010 selaras dengan saranan Y.A.B Perdana Menteri Malaysia supaya FELDA muncul sebagai pusat pengeluaran makanan berskala besar melalui projek Gedung Makanan Negara. Pemilihan calon AUF dan penilaian jawatankuasa peringkat wilayah dijalankan pada tahun 2017. Pelaksanaan penilaian oleh panel hakim dan majlis penganugerahan pemenang utama akan diberikan semasa di Hari Peneroka peringkat Kebangsaan tahun 2018.

    2. Pelaksanaan Program Synergy Entrepreneur Enhancement Day (SEED)

      Program Synergy Entrepreneur Enhancement Day (SEED) merupakan platform kepada usahawan FELDA untuk mendapatkan jaringan perniagaan antara usahawan sedia ada dan agensi luar. Program turun padang ini juga dilaksanakan di semua peringkat wilayah sebagai usaha untuk mengenalpasti isu atau masalah yang dihadapi oleh pengusaha di samping mengenalpasti usahawan sedia ada atau baharu yang masih belum berdaftar dengan FELDA dan promosi produk usahawan.

    3. Program pembangunan usahawan secara National Blue Ocean Strategy (NBOS)

      Menjalinkan Kerjasama antara FELDA dan rakan strategik atau agensi terlibat seperti Kementerian Kemajuan Luar Bandar & Wilayah (KKLW), (Agrobank,PUNB, INSKEN & SME CORP) secara kreatif dan sistematik untuk mewujudkan program usahasama yang berpotensi tinggi dengan penggunaan kos yang minima.

    4. Hold Hands Programmes

      Hold-Hands Programmes atau program mentor–mentee diwujudkan bagi memberi peluang kepada usahawan sedia ada dengan generasi baharu berkongsi pengalaman dan memberi bimbingan kepakaran dalam pelbagai bidang keusahawanan. Program engangement ini menghubungkan antara usahawan sedia ada yang bertindak sebagai (mentor) dengan generasi baharu (mentee) Mekanisma pelaksanaan adalah melalui pembekalan peralatan dengan ikatan kontrak secara sewa beli.

    5. Menyediakan Latihan /Seminar Keusahawanan Bagi Meningkatkan Penyertaan Warga Peneroka Dalam Aktiviti Non- Farm.

      Latihan keusahawanan bertujuan memberi pendedahan berterusan mengenai bidang keusahawanan berdasarkan tujuh kategori keusahawanan bagi meningkatkan kemahiran dan pengetahuan usahawan terutamanya Generasi Baharu FELDA. Ianya juga memberi pendedahan dan peluang kepada generasi baharu menjana pendapatan sampingan menerusi aktiviti keusahawanan.

    6. Meningkatkan Perolehan Koperasi Peneroka

      Menggalakkan anggota Lembaga koperasi melengkapkan ilmu pengetahuan dari segi pengurusan, perundangan dan perniagaan kini. Koperasi disyor supaya mempelbagaikan aktiviti didalam dan diluar rancangan dan bertindak sebagai pengedar atau agen kepada SAWARI serta produk pengusaha FELDA yang berpotensi untuk dipasarkan.

    7. Memperkukuhkan Pemasaran Produk di Pasaran Domestik & Antarabangsa

      Memasarkan produk keluaran usahawan FELDA di pasaran domestik melalui saluran outlet SAWARI, hypermarket, hotel,pelanggan korporat, dan Pusat Transformasi Bandar (UTC).Produk yang mendapat permintaan yang tinggi dipasaran tempatan akan dinilai untuk dieksport. Produk pengusaha yang terpilih akan ditambah nilai mengikut piawaian yang ditetapkan oleh pasaran antarabangsa.

  • BACKGROUND

    The department plays a role in the development of replanting responsible for planning and implementing / managing the program of activities for the whole garden replanting settlers involved and also lots schemes. Activities involving the replanting replanting oil palm or rubber trees that are not productive. Among the characteristics of non-productive trees are trees that have been aged over 25 years and earning less. For the success of replanting involve other works such as the provision of nurseries, replanting contract, the use of foreign labor and so on.
            Therefore, all activities should be planned in advance in order to ensure that all events run smoothly and thus the success of the replanting program. Providing the best service as consultancy replanting under Good Agricultural Practices (GAP). With this emphasis, the construction work can be run and managed well and achieve high yield and quality.
             FELDA Farm Work Force units have been combined under the management of Replanting Affairs Department. This unit is responsible for providing adequate manpower for the needs of FELDA and Felda plantations Technoplant Sdn Bhd. This important task is to ensure the farm and has a workforce plan that is sufficient to produce results and perform the work of the farm operation. The unit is also responsible jointly with the Department of Higher Education and Second Generation FELDA Technoplant Sdn Bhd (Newsletter) and Majlis Belia Felda Malaysia (MBFM) to form the second generation of workers among FELDA and the locals. Through the establishment of this local workers, is expected to reduce dependence on foreign labor. The program is called Kesidang (Careers in farm sector) has traveled in all regions and now, Human Resources FTPSB currently in the process of their appointment and they will be known as Operation Operator Farm (OOL).
                  Focus on business goals in 2016 is focused to provide quality services in development activities replanting and ensuring sufficient labor supply to ensure results are achieved in line with the vision of FELDA 'As Industry Leading Oil And The High-Income Residents Settlers'.

    OBJECTIVE

    2. To ensure the participation of all of the settlers with FELDA in all areas to be replanted.
    3. Prepare and ensure the plant material supplied is low.

    6. Implement Agricultural Technology Of Transfer program (TOT) and the development of new innovations in the area of ​​replanting.
    7. Supply appropriate farm labor sufficiently according to the actual needs of the farm plan at the time required. This is necessary to help work the fields and operation at the farm level in order to achieve the targets set for the work.
    8. Establish a working group among the second generation of Felda and local workers to reduce dependence on foreign labor.

    6. Submit report of the expiry dates of permits and passports to the passport unit to make reminders to land schemes/ plantations.

    MAIN PROGRAM

    The department devised several key programs in 2017 to ensure that the replantation development program runs smoothly and achieves its target. The main target is to ensure that the replantation areas follow the planned development period so that the development cost and involvement of settlers with FELDA can be fulfilled at a one hundred percent rate. In addition, the department will ensure that the appointed management agent, FELDA Technoplants Sdn. Bhd. follows to the plan that has been arranged together to avoid the lack of advice and engagements of settlers with FELDA.

    The replantation information campaign will be held involving all parties namely the Finance Department, Legal Unit of FELDA, FTPSB, regional management and land scheme management to ensure that all information of the replantation program is explained thoroughly right down to the grassroots.

    The FELDA Plantations Labour Unit (UTKLF) manages the entry of Foreign Labour (TKA) to meet the requirements of FELDA land schemes and FTPSB plantations starting from registration and applications with government agencies involved right up to matters pertaining to work permit renewal application from FELDA land schemes and FTPSB plantations through the Recruitment Unit and Passport Unit. The Passport Unit is also responsible for managing repatriation of workers back to their country for cases such as being unfit during medical examination as well as termination of contract by employer or by the personnel.

    This unit also manages the welfare of workers, such as management for the repatriation of mortal remains back to the country of origin, Labour Day celebrations and handing out of raya money to all eligible TKAs. For the families of Indonesian Labours (TKI) who are left behind back in their villages, UTKLF is also involved in paying the family remuneration money to them 3 months after the TKI has stayed in Malaysia. UTKLF is also in the process of upgrading the Sendayan Transit Centre to be used as a temporary stop-over for Foreign Labours who had just arrived in Malaysia. Currently, the centre functions in providing information on work ethics in Malaysia as well as FOMEMA check-ups before the workers are sent to FELDA land schemes and FTPSB plantations. The exposure given is expected to assist them in their daily undertakings thus increasing work productivity.

    In balancing the influx of Foreign Labour, UTKLF in cooperation with FELDA Technoplant Services Sdn. Bhd. (FTPSB), FELDA Malaysia Youth Council as well as the Department of Higher Education and the new generation have developed the Local Workers Guidelines to increase the participation of youths in plantation activities in land schemes especially as operators. It is hoped that with the new incentives and facilities provided, these local youths will be able to contribute together in enhancing the success and excellence of land schemes and plantations in line with the mission and vision of FELDA.
