  • BACKGROUND

    The Internal Audit Unit (UAD) was established on1 January 2008, in accordance with Treasury Circular. 9 of 2004 on "Implementation of Internal Audit The Federal Ministries / Departments / and the State". It became a part of the internal control components FELDA to help assess the level of compliance with existing policies, laws, regulations and directives. The duties include auditing UAD is in the Department of Territory and Design and Body Works Progress Committee (JKKR). The vision of the Department is to contribute towards excellence in financial management / procurement and improve governance accountability by staff at all levels.

    OBJECTIVE

    1. Improving the effectiveness of the governance process, the level of management and accountability in FELDA.
    2. Provide independent (independent) and provides assurance (assurance) to the internal control (internal controls) at different stages of the Region and FELDA management plan.
    3. Providing advisory services (consulting sevices) aims to add value to the management.

    ROLES ANF FUNCTIONS

    Bil Headquarters Region Land Schemes
    1 To evaluate the reliability and effectiveness of the financial system and internal control of the organization. To ensure the effective implementation of internal control systems and financial systems. To implement financial systems efficiently and according to rules.
    2 To assess the level of compliance with all applicable policies, laws, rules and directives. To review the level of compliance implemented at regional level. To comply with all policies, laws, rules and directives available.
    3 To evaluate the effectiveness of programs and development projects implemented are carried out prudently, efficiently and effectively. To monitor development projects at land schemes. To ensure KPIs are achieved.
    4 To determine the assets and property of the organization is managed and maintained safely and in order in accordance with current rules. To inspect the management of supplies to land schemes from time to time. To carry out supply management according to rules.

    9 To report to the Audit Committee, the Board and Management regarding audit findings and to follow-up on arising issues. To comment on findings in the audit report. To take action on the remarks of the audit.
    10 To prepare Annual Plans and Internal Audit Reports. To give cooperation so that the audit can be carried out according to schedule. To provide the documents required by the audit.

    The main focus of the Internal Audit Unit is to carry out auditing in FELDA covering departments, regions and land scheme areas. The number of audits to be carried out for 2017 is 253 organization units as in the following breakdown:-

  • BACKGROUND

    This unit is a unit which is designated as Unit Law and was established on July 21, 2008 in accordance with its duty to provide legal advice to the management of FELDA, Departments, Regional Office and Headquarters Plans support services (support services) in the case of- matters involving the Constitution and the laws of Malaysia.

    OBJECTIVE

    1. Provide professional-class legal service, high quality and act in accordance with the Federal Constitution (Federal Constitution) and laws applicable in Malaysia in an efficient, fair and equitable.
    2. Keep of the rights and interests of FELDA from a legal perspective and ensure FELDA interests always come first in every transaction agreement by both parties.
    3. Updating and renewing the legal provisions of the existing and prepare, draft and / or review the draft of the By-Laws, Orders, Circulars and methods, whether new or amended.
    4. Assist other departments in addressing issues involving legal issues.
    5. Assist and advise FELDA on the preparation of the documents of the agreement.
    6. Check all agreement documents and any document that has an impact in terms and in law before an agreement is finalized.

    ROLES AND FUNCTIONS

    • Provide an advice, opinions and views on the management of FELDA, Departments, Regional Office and Headquarters Plan covering all aspects of law and safeguard the interests of Felda, either in writing or orally.
    • Supervise and monitor all matters involving legal aspects.
    • Prepare and check the documents of the agreement and other documents that have an impact in terms of the law.
    • Create a law revision against any provision or any other principal and subsidiary legislation as required by management schemes.
    • Appoint a legal counsel and monitor the handling and ride of cases by panels of lawyers to handle a given case
    • Check of legislation, regulations, rules and other legal documents involving FELDA.

  • BACKGROUND

    Starting with the incorporation of Risk Management & Integrity Department QC, R&D, New Technologies, KPI & KRA on 15 June 2016, the Risk Management Unit / Integrity (copper) was created as a support unit to the management of FELDA, under the Director General of FELDA. Major role in improving the quality and level of service FELDA through Quality Management, Risk Management, Integrity, Research and Development of New Technologies, UPRI target group is composed of all officers schemes.

    OBJECTIVE

      1. Risk Management
        • Implement and cultivate Corporate Risk Management (ERM) in FELDA
        • Preparing Reports Corporate Risk Profile and mitigation measures for the use of FELDA
        • Ensuring commitment FELDA management through the Risk Committee
      2. Integrity
        • Applying the values ​​of integrity overall in the Tour Program through FELDA Integrity, Integrity Pack and other programs.
        • Strengthening governance and internal control mechanisms to ensure efficiency and effectiveness of the implementation of the tasks and functions of the department / region and plans.

        • Ensuring the safety criteria for protection in FELDA observed by the Safety Instructions have been issued by the Office of the Chief Security Officer of the Government of Malaysia (PKPKKM)

    Starting in January 2015, Unit Corporate Communication that before this is former department continued to focus on managing and facilitating internal and external communications FELDA, in addition to aiming to increase and maintain a positive reputation schemes. This unit is directly responsible to the Director General of FELDA and divided into 6 sections: :

    Headquarters Region Land Schemes
    1.0 Public Relations
    1. Design communication, promotion and publicity programs plans for all of FELDA’s corporate activities and affairs to enhance reputation and continuously strengthen FELDA’s identity and image.
    2. Manage aspects of FELDA’s public relations which include media relations and relationships between external parties with FELDA including good relations (rapport) with the Prime Minister’s Department and related agencies.
    3. Prepare and distribute newspaper analysis on current issues and FELDA issues to all Head of Departments as well as provide speech texts.
    4. Collect information from print media and internal data for the preparation of speech texts.
    5. Provide complete and accurate information for distribution materials and used effectively through print media channels, electronic media such as corporate videos, newspaper clippings, bulletins, newsletters, etc.
    6. Manage official visits as well as visits from official visitors.
    7. Create a professional-grade FELDA studio unit, in line with industry standards, to manage the photography shooting and video making of high-impact programs for FELDA.
    1. Distribute accurate and up-to-date information when required.
    2. Comply with standard operating procedures for communication, media policy established by the Department of Corporate Communications and Coordination.
    3. Monitor and ensure the information to be provided to settlers and the public is accurate and valid.

    3. Ensure delivery of information is carried out as planned and meets management needs (such as SMS Blasting, Website, E-mail, memos, circular letters, etc.)
    4. Coordinate and manage internal printing works (program books, pamphlets, invitation cards, 1Suara news, Utusan newspaper clippings and others upon request from time to time).

    3.1 Complaint Management (F1CC)
    1. Monitor, manage and coordinate responses on complaints and suggestions received through newspapers, correspondence, website and from individuals present at premises. Complaints received through the Government One Call Centre (1MOCC) and the Public Complaints Bureau to ensure an effective and efficient complaint management system through the FELDA One Call Centre System (F1CC) and is recorded and documented systematically.
    1. Take prompt action by examining and making inquiries into complaints received. To also ensure complaints are responded to FELDA Headquarters Complaints Section within the stipulated period for further action.
    1. Investigate and obtain accurate information regarding a complaint to be reported at Regional and Headquarters levels.
    4.0 Administrative Management
    1. Responsible for leaves and attendance of Department officials.
    2. Check and ensure needs of the Department such as stationery, office equipment and others, are always sufficient.
    3. Ensure the stock supply process is conducted according to the procedures and norms set by FELDA Management.
    4. Responsible for departmental documentation affairs such as KRA Reports, KPIs, 5S, MPKs, Desk Files, etc.
    5. Manage payment-related matters to vendors involved in affairs at Headquarters, Regional and Land Scheme levels and related to the Corporate Communications and Coordination Department (UKK).
    1. Ensure the validity of documents regarding payments are checked before submission to JKK.
    1. MCheck and validate works done are carried out properly before making any claims.
    4.1 Settler Community Database
    1. Improve the existing family and new generation database system to make it easier and flexible for users.
    2. Streamline the monitoring of Settler Community Database Project with the cooperation of relevant departments/ units and regional parties.
    3. Include current data summary and supposed estimate data.
    4. Coordinate awareness programs on the importance of settler community information (primary data of FELDA management) at regional and land scheme levels.
    5. Provide reports to top management every 3 months.

    1. Get the latest information from Regional level.
    2. Communicate with Human Resource Department to obtain the latest FELDA staff data.
    1. Identify problems faced by users at regional and land scheme levels.
    2. Report system-related problems to the Corporate Communications Unit for improvement.
    3. Ensure land schemes under the administration of their respective regions update the family and new generation data each month.
    4. Data reports shall be sent to the Corporate Communications Unit on the 5th of each month.
    5. Monitor the process of entering and updating data by the land scheme party.
    6. Assist in carrying out awareness activities/ programs on the importance of settler community’s information to officials, settlement leaders and settler community at land scheme level.
    7. Update regional and land scheme directory information and distribute the information to the FELDA Corporate Communications Unit.

    FELDA has about 11 provinces with each has its own plan. The main scope every province covers the aspect of algriculture and community development.

    OBJECTIVE

    • Maximizing the production of oil palm and latex.
    • Ensuring plants receive the optimum amount of fertilizers in tune with agronomic recommendation.
    • Improving the quality of oil palm production.
    • Enhancing the role and function of Planning Instituition.
    • Making the settlers contributing to the economic development plan.
    • Ensurig Replanting Programme is managed according to Good Agricultural Practices (GAP).

    ROLES AND FUNCTIONS

    Region Land Schemes
    Ensure, monitor and give advice on the implementation of agricultural works at land schemes. Implement the agricultural policies of FELDA.
    Conduct analysis and summary on all reports from land schemes and forward them to FELDA Headquarters. Record all agricultural works of land schemes and forward them to region on a daily, weekly and monthly basis.
    Monitor the use of budget at land schemes.
    • Manage the expenditure of project implementation.
    • Monitor and report on project expenses.
    • Ensure that all issues and complaints are sent to headquarters to be coordinated.
    • Get feedbacks from land schemes.
    Deliver latest information through roll calls, block meetings, JKKK/ JKKR meetings, etc.
    Check and ensure all applications are complete, in accordance with guidelines and circulars. Ensure applications are complete, based on guidelines and circulars before being forwarded to Regional Offices.
